A certified translation is a legal instrument. It is signed and sworn by a perito traductor and it has to hold up in front of a court, a registry, or USCIS. A flat rate cannot know whether your document is a one-page birth certificate or a forty-page supply contract with terms that change meaning in the wrong language.
